Building Foundations Program
Helping People Rebuild Their Lives
The Building Foundations program provides needed items for those families and individuals who are living at or below 175% of Federal Poverty Guidelines. They may apply through the Kennebec Valley Community Action Program (KVCAP) or the Salvation Army and can receive up to $200 (subject to change) worth of needed items. Building Foundations is a collaborative venture by Waterville Area Habitat for Humanity, Kennebec Valley Community Action Program and the Greater Waterville Poverty Action Coalition. How can I apply for a Building Foundations voucher?
- Contact KVCAP at 859-1630 to determine if you are eligible for the program.
- If approved for a voucher, the participant provides a list of needed items. The list should only include essential, needed items, NOT wanted items. For example, decorative items are not permitted.
- One the application is complete, participants go to the ReStore to choose their items. They must be able to transport their own items at that time. No delivery services are available.

- Contribute financially to the program.
- Become a volunteer for the Waterville Area Habitat for Humanity.

Waterville Area Habitat for Humanity
Established in 2001, the Waterville Area Habitat for Humanity is a locally-managed affiliate of Habitat for Humanity International.
WAHFH’s mission is to enhance our community by helping qualified families become independent owners of decent, affordable homes.
WAHFH serves the communities of Albion, Belgrade, Benton, China, Fairfield, Oakland, Rome, Smithfield, Unity, Vassalboro, Waterville, and Winslow.
In addition to building homes, WAHFH also offers BPI-certified Weatherization services, custom fit interior storm windows, and assists with small home repair projects for low income home owners in their service area.
The ReStore recycles over-stocked, seconds, used, discontinued, and salvageable furniture, appliances and building materials donated by individuals, stores, and contractors.
Kennebec Valley Community Action Program
KVCAP is a non-profit Community Action Agency established in 1965, serving the people of Kennebec, Somerset, Lincoln and Sagadahoc Counties.
KVCAP’s mission is to strengthen individuals, families and communities by providing direct services and partnering with others to create sustainable solutions to poverty in an ever changing environment.
KVCAP’s vision for the Kennebec Valley Region is thriving communities made up of individuals and families who are healthy, financially secure, and able to reach their fullest potential.

What is the Building Foundations Program?
The Building Foundations program was established in 2016, with funding from local community grants. Through this program, participants receive a voucher to shop at the Waterville Area Habitat for Humanity ReStore.
Building Foundations vouchers help low-income individuals and families access basic household items.
Some participants need a wide variety of items, such as furniture and kitchen goods (e.g. pots, pans, and dishware). Other participants are in need of one specific item, for example a new refrigerator or water heater. And others are in need of basic building supplies in order to do their own home construction projects.
Building Foundations is administered through the Kennebec Valley Community Action Program (KVCAP), working in collaboration with the Greater Waterville Poverty Action Coalition and the Waterville Area Habitat for Humanity.
